Un droit essentiel est menacé à Djibouti.

Tous les jours, à Djibouti, des citoyens, des activistes, des blogueurs, des journalistes ou des défenseurs des droits humains sont surveillés, arrêtés, battus ou menacés, simplement pour avoir exprimé des idées ou un point de vue, pour avoir manifesté, ou cherché ou diffusé des informations. S’exprimer librement, c’est mettre sa liberté et sa vie en danger. On observe une forte augmentation de la répression depuis quelques années, la liberté est souvent sacrifiée au nom de la sécurité, des traditions nationales ou religieuses, de la lutte contre le terrorisme.

La liberté d’expression est pourtant un droit essentiel qu’il est dangereux de suspendre ou de limiter. Elle permet aux sociétés et aux individus de se développer et de faire valoir d’autres droits. C’est donc un levier pour promouvoir et défendre l’ensemble des droits humains. La limiter, c’est attaquer et menacer l’ensemble des droits humains.

Or, Djibouti va renforcer considérablement son arsenal juridique d’information pour lutter contre les soient disant « les allégations mensongères et les fausses nouvelles », a annoncé mercredi le ministre djiboutien de la Communication, Radwan Abdillahi Bahadon, dans une déclaration publiée dans la presse locale.

Ce projet qu’il vient de soumettre à l’Assemblée nationale d’Ismaël Omar Guelleh comblera également, selon lui, un vide existant en matière de contrôle de contenus publiés sur les réseaux sociaux.

« Avec l’entrée en vigueur de cette loi, les éditeurs seront désormais tenus de publier des informations sous les contrôles de l’état », a-t-il expliqué dans les colonnes des médias du régime djiboutien.

Le ministre a indiqué que ce projet de loi protégera aussi la jeunesse et les mineurs contre l’influence de l’opposition en exil.

Djibouti a également lancé depuis juillet 2019 des travaux d’élaboration d’une stratégie nationale de cybersécurité.
