Djibouti/Somalie: Guelleh, a-t-il sauvé Muse Bihi du traquenard de Farmaajo et d’Abiy Ahmed ?

Le 12 février 2020, le président de la République fédérale de la Somalie, Mohamed Abdullahi Farmajo, et le président de la République du Somaliland, Muse Bihi Abdi, se sont rencontrés pour la première fois à Addis-Abeba, la capitale de l’Éthiopie.

Farmajo et Bihi se sont rencontrés en privé au bureau du Premier ministre éthiopien, Abiy Ahmed. La réunion s’est tenue à huis clos et les deux dirigeants se sont exprimés face à face. Cette réunion secrète a duré environ 40 minutes.

Comme Ismael Omar Guelleh est le « Milkile » de la Somalie, il n’a pas apprécié que l’avenir de la Somalie se décide à son insu. Il a convoqué à Djibouti son lobby somalilandais Made-in-Guelleh (composé de madame Edna Adan Ismail, monsieur Mohamed Said Guedi, etc.) et Muse Bihi Abdi. il leur a recommandés à ce qu’ils exigent que la dernière phase des pourparlers somalie/Somaliland se tiennent à Djibouti.

Le dimanche 14 juin 2020 s’est tenu en République de Djibouti des dernières phases des pourparlers entre la république de fédéral de la Somalie et la Somaliland en présence du président de la Somalie, Mohamed Abdulahi Mohamed dit Farmaajo, le président de la Somaliland, Muse Bihi, du Premier ministre de l’Éthiopie, Abiy Ahmed, et bien d’autres hauts responsables politiques de la Somalie, Somaliland et des pays amis.

Après l’échec de ces derniers pourparlers de juin 2020 entre la Somalie et la Somaliland, les proches d’Ismael Omar Guelleh se vantaient d’avoir sauvé Muse Bihi et de la Somaliland du piège politique de Mohamed Abdullahi Farmajo et d’Abiy Ahmed Ali.

Le peuple djiboutien en général et les politiciens en particulier ne comprenaient pas pourquoi Ismael Omar Guelleh et son lobby somalilandais Made-in-Guelleh (composé de madame Edna Adan Ismail, monsieur Mohamed Said Guedi, etc.) étaient si heureux de l’échec des pourparlers Somalie/Somaliland organisée à Djibouti le 14 juin 2020.

La réponse à cette question est venue du côté de la présidence de la République fédérale de la Somalie.

Le mardi 7 mars 2023, l’ex-Chef de Cabinet de la présidence de la Somalie à la période de Mohamed Abdulahi Mohamed dit Farmaajo, le professeur Mahamed Abdullaahi Isse dit Maxamed Dheere a accordé une interview à la chaine somalienne « Somali Media Service ou SMS Somali TV ». En résumé, l’ex-Chef de Cabinet de la présidence somalienne a dit : « La réunion secrète à Addis-Abeba entre Muse Bihi et Mohamed Abdulahi Mohamed dit Farmaajo porté sur la réunification de Hargeisa et Mogadiscio. Monsieur Mohamed Abdulahi Mohamed dit Farmaajo avait proposé de céder la présidence de la Somalie à Muse Bihi si ce dernier signait l’accord de réunification de Hargeisa et Mogadiscio devant plusieurs présidents de l’Afrique au siège l’Union Africaine à Addis-Abeba. Dans l’accord de réunification en question, monsieur Muse Bihi avait le droit d’occuper la présidence de la République fédérale de la Somalie pendant 5 ans et de restructurer les institutions de l’état, le découpage administratif du territoire et la politique de la Somalie comme il pensait être une garantie pour le peuple de la Somaliland. etc. »

Le 8 mars 2023, HCH24 a pris contact à des sources proches d’Ismael Omar Guelleh qui lui ont confirmé l’existence du projet d’accord de réunification. Ils ont rajouté que c’est l’une source des divergences entre Mohamed Abdulahi Mohamed dit Farmaajo et Ismael Omar Guelleh.

Les sources proches d’Ismael Omar Guelleh ont fait comprendre à HCH24 qu’Ismael Omar Guelleh avait empêché à Muse Bihi de signer l’accord de réunification Somalie/Somaliland parce que c’était un piège de Mohamed Abdulahi Mohamed dit Farmaajo qui voulait simplement la signature du président de la Somaliland pour préparer une invasion militaire des régions nord de la Somalie, c’est-à-dire l’actuel Somaliland.

Depuis cette date, Ismaël Omar Guelleh et Muse Bihi ont mis en place un projet pour écarter Mohamed Abdulahi Mohamed dit Farmaajo du pouvoir, mais aussi pour empêcher à l’avenir à la haute magistrature de la république de la Somalie, un président issu de la fédération ethnique Darood.

Messieurs Ismaël Omar Guelleh et Muse Bihi Abdi voient la fédération ethnique Darood comme un obstacle à la sécession de la Somaliland à cause de plusieurs facteurs : tensions territoriales telle la guerre à Sool-Sanaag — Cayn, historique avec le massacre de Siad Barre au nord de la Somalie, etc.

Avec les 62 sièges de la fédération ethnique Dir au parlement de la Somalie, messieurs Ismaël Omar Guelleh et Muse Bihi Abdi disposent déjà le 1/5 de deux chambres du parlement somalien. Monsieur Ismael Omar Guelleh, grâce à la corruption et des tensions entre la fédération ethnique Darood avec les autres fédérations ethniques somaliennes (Digil-Mirifle, Hawiye et Gardheere), peut facilement contrôler plus de la moitié du parlement fédéral de la Somalie.

Ainsi, le candidat à la présidence de la Somalie doit se mettre sous les ordres du parrain Ismael Omar Guelleh pour avoir une chance de gagner.

C’est de cette manière, qu’Ismael Omar Guelleh a reçu à écarter de la présidente de la Somalie monsieur Mohamed Abdulahi Mohamed dit Farmaajo et fait gagner Hassan Sheikh Mohamoud l’élection présidentielle du 23 mai 2022.

Mr. Mohamed Abdulahi Mohamed aka Farmaajo had offered to hand over the presidency of Somalia to Muse Bihi if the latter signed the Hargeisa and Mogadishu reunification agreement in front of several African presidents at the African Union headquarters in Addis Ababa. In the reunification agreement in question, Mr. Muse Bihi had the right to hold the presidency of the Federal Republic of Somalia for 5 years and to restructure the state institutions, the administrative division of the territory and the politics of Somalia as he believed to be a guarantee for the people of Somaliland.

On 8 March 2023, HCH24 contacted sources close to Ismael Omar Guelleh who confirmed the existence of the draft reunification agreement. They added that this is one of the sources of the differences between Mohamed Abdulahi Mohamed known as Farmaajo and Ismael Omar Guelleh.

Sources close to Ismael Omar Guelleh told HCH24 that Ismael Omar Guelleh prevented Muse Bihi from signing the Somalia/Somaliland reunification agreement because it was a trap by Mohamed Abdulahi Mohamed called Farmaajo who simply wanted the signature of the president of Somaliland to prepare a military invasion of the northern regions of Somalia, that is to say, the present Somaliland.

Since that date, Ismael Omar Guelleh and Muse Bihi have set up a project to remove Mohamed Abdulahi Mohamed called Farmaajo from power, but also to prevent in the future to the high magistracy of the republic of Somalia, a president from the Darood ethnic federation.

Ismael Omar Guelleh and Muse Bihi Abdi see the Darood ethnic federation as an obstacle to the secession of Somaliland because of several factors: territorial tensions such as the war in Sool-Sanaag-Cayn, the historical massacre of Siad Barre in northern Somalia, etc.

This is how Ismael Omar Guelleh got Mr. Mohamed Abdulahi Mohamed called Farmaajo out of the presidency of Somalia and made Hassan Sheikh Mohamoud win the presidential election of 23 May 2022.
