Djibouti/Russie : 1re partie — La photo qui risque de saboter le projet du coup d’État militaire pro-russe de Guelleh.

Comme on peut voir sur cette photo qui illustre cet article, le colonel Mohamed Djama Doualeh, le commandant de la garde républicaine assisté du chef des blindés de l’armée djiboutienne et d’une équipe de l’état-major général des forces armées djiboutiennes ont une réunion particulière avec le bureau politique de l’armée russe. Cette rencontre a lieu du 14 au 18 aout 2023 à Moscou.

Comment le colonel Mohamed Djama Doualeh qui est le commandant de la garde républicaine, un corps chargé simplement à la sécurité de la famille présidentielle et des invités officiels ou d’honneur de l’état djiboutien, peut-il être le chef d’une délégation officielle de l’état-major des forces armées djiboutiennes alors que le général Zakaria Cheikh Ibrahim était aussi présent à Moscou ?

Le voyage à Moscou du général Zakaria Cheikh Ibrahim, chef d’État-Major général des Forces armées djiboutiennes, avec une forte délégation des forces armées djiboutiennes, était une couverture au voyage du colonel Mohamed Djama Doualeh qui était porteur d’un message très sensible d’Ismael Omar Guelleh qui aura surement un impact négatif sur la sécurité de la Corne de l’Afrique. La preuve, des accords de défenses ou pétroliers avec des puissances mondiales comme la Russie et la Chine que ni le gouvernement djiboutien ni le parlement ni un autre haut responsable de Djibouti n’est informé va à l’encontre des intérêts du peuple djiboutien et des puissances occidentaux pressent à Djibouti.

Le 5 janvier 2023 à Djibouti-ville, le Général Zakaria Cheikh Ibrahim, chef d’État-Major général des Forces armées djiboutiennes et son fils, le directeur de la direction des relations internationales (DRI), le colonel Ibrahim Zakaria Cheick, ont organisé le 2^e séminaire d’information à l’attention des attachés de défense djiboutienne. Dans son intervention, dès 7 min 50 s à 8 min 30 s, le directeur de la direction des relations internationales (DRI) des forces armées djiboutiennes, le colonel Ibrahim Zakaria Cheick, annonce la nouvelle orientation politique de la coopération internationale des forces armées djiboutiennes.

Le directeur de la direction des relations internationales (DRI) des forces armées djiboutiennes, le colonel Ibrahim Zakaria Cheick dit : « En vue de traduire une évolution positive de nos besoins, une réforme du concept de la coopération militaire s’avérait primordiale. Mieux vaut penser à une coopération de choix au lieu d’une coopération de substitution. Bien sûr, l’essentiel était de réfléchir sur comment se doter d’un instrument structuré capable de conduire une action militaire au plus haut niveau pour coopération gagnant-gagnant. Pour une coopération, je disais, gagnant-gagnant et non à une coopération de substitution… ».

Les forces armées djiboutiennes ne sont pas un pays à part ou une institution qui peut avoir une politique étrangère différente de celle de la République de Djibouti. Si le colonel Ibrahim Zakaria Cheick a tenu un tel discours, ça signifie que la nouvelle politique des coopérations internationales du président de la République de Djibouti est totalement orientée vers le nouvel axe Moscou-Pékin-Pyongyang.

Est-ce que cette nouvelle politique des coopérations internationales d’Ismaël Omar Guelleh est dans l’intérêt du peuple djiboutien ?

Cette photo a révélé aussi une autre information intéressante. Le Général Zakaria Cheikh Ibrahim, chef d’État-Major général des Forces armées djiboutiennes et son fils, le directeur de la direction des relations internationales (DRI), le colonel Ibrahim Zakaria Cheick, se croyaient les patrons éternels des forces armées djiboutiennes, mais ils ont compris à travers cette photo que le général et son fils ont été utilisés simplement pour finaliser les projets cachés de Guelleh.

Le directeur de la direction des relations internationales (DRI), le colonel Ibrahim Zakaria Cheick, dans l’ivresse, a lâché l’information suivante : « Rira bien qui rira le dernier ! » le colonel Ibrahim Zakaria Cheick a compris qu’Ismaël Omar Guelleh préparait pour le poste du chef d’État-Major général des Forces armées djiboutiennes à son cousin, le colonel Mohamed Djama Doualeh.

Cette affaire aura des suites et nous ne manquerons de partager avec le peuple djiboutien sur son évolution.

It’s better to think in terms of cooperation of choice rather than cooperation of substitution. Of course, the essential thing was to think about how to equip ourselves with a structured instrument capable of conducting military action at the highest level for win-win cooperation. Cooperation that is, as I said, win-win, not cooperation that is a substitute… ».

The Djibouti armed forces are not a separate country or an institution that can have a foreign policy different from that of the Republic of Djibouti. If Colonel Ibrahim Zakaria Cheick made such a statement, it means that the new international cooperation policy of the President of the Republic of Djibouti is totally oriented towards the new Moscow-Beijing-Pyongyang axis.

Is Ismaël Omar Guelleh’s new international cooperation policy in the interests of the Djiboutian people?

The photo also revealed another interesting piece of information.
