Somalie/UA/Éthiopie : La délégation somalienne malmenée à Addis-Abeba au cours de la 37e Session ordinaire de l’Assemblée de l’UA.

D’après nos contacts dans la délégation somalienne à Addis-Abeba, le samedi 17 février 2024 de 1 h à 2 h du matin, la police éthiopienne a investi l’hôtel dans lequel hébergeait la délégation somalienne qui devait participer à la 37e Session ordinaire de l’Assemblée de l’UA (Session des chefs d’État et de gouvernement). La police éthiopienne a fouillé les chambres de l’hôtel Sheraton dont logeait le staff du président de la République fédéral de la Somalie, Hassan Sheikh Mohamoud.

Toujours le samedi 17 février 2024 vers 7 h du matin, le président de la Somalie, Hassan Sheikh Mahmoud, s’est déplacé à l’appartement où logeait Ismaël Omar Guelleh, le président de Djibouti. Ils ont pris ensemble le petit-déjeuner et ils sont partis à la conférence ensemble dans la même voiture avec l’escorte d’Ismaël Omar Guelleh.

Ils ont été bloqués à la porte d’entrée du siège de l’Union Africaine-UA. La tension est montée entre la délégation du président de la Somalie et la sécurité de l’UA qui voulait fouiller le cortège présidentiel.

À l’intérieur du siège et du hall de la conférence a circulé une rumeur qui disait « Al-shabaab ».

Le président de la République fédérale de la Somalie, Hassan Sheikh Mohamoud, est intervenu au niveau de la 37e Session ordinaire de l’Assemblée de l’UA ce matin et il a tenu un discours enflammé sur la tension entre la Somalie et l’Éthiopie (https://youtu.be/6cIKRPJSRKA).

Le président de la Somalie a écourté sa participation à la 37e Session ordinaire de l’Assemblée de l’UA et quitté Addis-Abeba cet après-midi.

Le ministre des Affaires étrangères et de la Coopération internationale de la République fédérale de la Somalie a émis cet après-midi, le 17 février 2024, un communiqué dans lequel l’état somalien demande l’ouverture d’une enquête par l’Union Africaine et le déplacement du siège de l’UA vers un autre pays du continent africain.

Cette affaire a aussi révélé le manque de professionnalisme de la représentation diplomatique de Djibouti à Addis-Abeba. La représentation diplomatique, qui a des contacts à l’intérieur de l’Éthiopie, n’a pas informé en avance Ismaël Omar Guelleh et le ministre des Affaires étrangères de Djibouti qu’ils seraient malmenés eux aussi devant l’entrée de l’enceinte du siège de l’UA.

Ismael Omar Guelleh et sa délégation ont été fouillés aussi comme des fulgures terroristes.

Also on Saturday 17 February 2024, at around 7am, the President of Somalia, Hassan Sheikh Mahmoud, went to the flat where Ismaël Omar Guelleh, the President of Djibouti, was staying. They had breakfast together and left for the conference together in the same car with Ismaël Omar Guelleh’s escort.

They were blocked at the entrance to the headquarters of the African Union (AU). Tension mounted between the Somali president’s delegation and AU security, who wanted to search the presidential motorcade.

A rumour circulating inside the headquarters and the conference hall said « Al-shabaab ».

The Minister of Foreign Affairs and International Cooperation of the Federal Republic of Somalia issued a statement this afternoon, 17 February 2024, in which the Somali state called for an investigation by the African Union and the relocation of the AU headquarters to another country on the African continent.

The affair also revealed a lack of professionalism on the part of Djibouti’s representation in Addis Ababa. The diplomatic representation, which has contacts inside Ethiopia, did not inform Ismaël Omar Guelleh and the Minister of Guelleh and Djibouti’s Minister of Foreign Affairs that they too would be that they too would be manhandled outside the entrance to the AU headquarters.
