Dans le contexte actuel, il est probable que Guelleh soutienne Youssouf, non seulement pour montrer qu’il y a une loyauté interne au sein du gouvernement, mais aussi en raison de la nécessité de maintenir l’influence de Djibouti au sein de l’UA. Youssouf, avec plus de trois décennies d’expérience diplomatique, est un homme politique chevronné, et son alignement sur l’Agenda 2063 de l’Union africaine, axé sur l’intégration et la prospérité du continent, fait de lui un candidat crédible.

Ces membres de la délégation ont ajouté que Guelleh avait affiché un sourire particulier lorsqu’il discutait avec Raila Odinga, au point que la délégation djiboutienne et d’autres participants du sommet de Dar es Salaam se sont demandés s’il y avait un accord secret entre Raila Odinga et Ismail Omar Guelleh.
