Djibouti/Armée : en passant de la voiture militaire russe à l’avion-Chinois, les officiers se tiraillent sur les rétrocommissions.

Le samedi 22 octobre 2022, Ismaël Omar Guelleh a ordonné au général Zakaria Cheikh Ibrahim, chef d’Etat-Major Général des Forces armées Djiboutiennes, de faire des manœuvres de l’armée pour voir leur capacité et leur puissance de feu.

Comme le général Zakaria Cheikh Ibrahim, chef d’État-Major général des Forces armées djiboutiennes, connait bien que Guelleh est au pouvoir pour gérer et protéger ses biens mal acquis, il a organisé une manœuvre trompe-œil avec des matériels militaires obsolètes ou pas complètement fonctionnels.

Certains détails démontrant la situation catastrophique dans l’armée nationale :

Une tension est née entre le colonel Moustapha Ali Handouleh, conseiller militaire du Président en matière de Défense, et le Général Zakaria Cheikh Ibrahim, chef d’Etat-Major Général des Forces armées Djiboutiennes, au sujet des achats des voitures militaires de la Russie.

Le Général Zakaria Cheikh Ibrahim, chef d’État-Major général des Forces armées djiboutiennes, voulait le modèle Oural produit par Ural Automotive Plant or le colonel Moustapha Ali Handouleh, conseiller militaire du Président en matière de Défense, a préféré acheter la marque MAZ de l’usine automobile de Minsk.

Actuellement, 100 voitures militaires opérationnelles sont garées dans les hangars de la CCO Cheikh Osman.

Fatoumo Farah, la chef du personnel civil de l’armée nationale, a tenté de faire la médiation entre le colonel Moustapha Ali Handouleh et le général Zakaria Cheikh Ibrahim, mais en vain.

L’année 2021, une autre tension éclate entre le colonel Moustapha Ali Handouleh et le général Zakaria Cheikh Ibrahim.

Le colonel Moustapha Ali Handouleh, Conseiller militaire du Président en matière de Défense, a été chargés d’acheter des drones auprès de la Turquie. L’argent utilisé pour l’achat des drones turcs provenait des subventions reçues dans le cadre de l’AMISOM. Cet argent est sorti de la Banque Centrale de Djibouti.

Le général Zakaria Cheikh Ibrahim préférait que ça soit le colonel wahib Moussa kalinleh, commandant de la Force aérienne de Djibouti (FAdD), qui achète les drones parce qu’il allait gagner avec ce dernier vu qu’ils ont des relations d’intérêts totalement personnels.

Autre cas sur les matériels militaires, les avions chinois qui ont participé à la manœuvre militaire hier n’étaient pas équipés. Il n’y avait pas des armes, des munitions et des outils de secours. Et Pékin ne fournit plus des formations gratuites.

Du côté de la gestion de fonctionnement.

La CCO de Cheikh Osman reçoit chaque mois 14 millions de fdj du budget national pour assurer la charge de l’alimentation de l’armée, mais les deux tiers de cet argent disparaissent et engraissent un général. Le trésorier de la CCO Cheikh Osman, monsieur Omar Waberi Haroun, on sait des choses parce qu’il très apprécié par Zakaria Cheikh Ibrahim.

L’armée aérienne reçoit 5 millions fdj par mois pour les frais des carburants des avions de la part de la France. 2 millions de fdj partent chez le général Zakaria Cheikh Ibrahim et 3 millions de fdj restent dans la main du colonel Wahib Moussa Kalinleh, commandant de la Force aérienne de Djibouti (FAdD).

L’armée de terre reçoit 20 millions de fdj par mois géré par l’assistant technique de général Tahiro Ali Mohamed. C’est dans le cadre de la coopération française que cet argent est versé à l’armée djiboutienne.

L’état-major de l’armée nationale djiboutienne n’est plus opérationnel parce que le fils du général Zakaria Cheikh Ibrahim qui l’a transformé en night-club avec comme nom « bureau des relations internationales de l’armée djiboutienne ». C’est un bureau qui fonctionne mieux la nuit que la journée.

L’armée nationale djiboutienne n’est plus opérationnelle à cause de la corruption et des incompétents à la tête de certaines parties du corps de l’armée nationale.

Comme la mafia, il y a des clans qui se sont formés dans l’armée djiboutienne au point qu’une faction réfléchit à l’option du coup d’État militaire pour désamorcer la tension ou défouler sa colère.

Djibouti/Army: from Russian military car to Chinese plane, officers tug at each other over kickbacks.

On Saturday 22 October 2022, Ismael Omar Guelleh ordered General Zakaria Cheikh Ibrahim, Chief of General Staff of the Djibouti Armed Forces, to conduct army manoeuvres to see their capacity and firepower.

Another case on military equipment, the Chinese planes that participated in the military manoeuvre yesterday were not equipped. There were no weapons, ammunition and emergency tools. And Beijing no longer provides free training.

On the management side of things.

Sheikh Osman’s CCO receives 14 million fdj from the national budget every month to pay for the army’s food, but two thirds of this money disappears and fattens a general. The treasurer of the CCO Cheikh Osman, Mr. Omar Waberi Haroun, is known to be very popular with Zakaria Cheikh Ibrahim.
