Afrique de l’Est : Le projet d’intronisation du sultan Gerisa à Tadjourah a créé une mini crise régionale.

Naguib Abdallah Mohamed Kamil est le fils du Premier ministre de la République de Djibouti en 1978 et de madame Kadra Mahamoud Haid. Naguib est du clan Assoba/Afar d’Obock.

Il est le secrétaire général de la primature depuis une dizaine d’année et ordonnateur des dépenses. Pour faire sortir un centime au trésor national, le ministre du Budget doit passer par Naguib.

Ainsi, son beau-père, Ismael Omar Guelleh, fait croire à Naguib qu’il lui a octroyé des superpouvoirs, mais il l’utilise pour surveiller indirectement les dépenses du gouvernement.

Naguib Abdallah Mohamed Kamil a eu le plein pouvoir de son beau-père, Ismaël Omar Guelleh, pour que le régime djiboutien parvienne à introniser le sultan Gerisa à Tadjourah le 26 octobre 2022, au détriment du sytsme coutumier centenaire de l’ethnie Afar.

On peut comparer ce coup de force d’Ismaël Omar Guelleh du 26 octobre 2022 à un coup d’État culturel parce que la communauté Afar de Tadjourah avait, conformément à leur culture, intronisé leur Sultan, Ahmed Chehem Ahmed, le 17 octobre 2022.

Plus grave, pour le coup d’État culturel de 26 octobre 2022, Naguib Abdallah Mohamed Kamil a mobilisé des miliciens, les forces armées de Djibouti, les fonctionnaires de l’état djiboutien de l’ethnie Afar, les matériels roulants de l’état djiboutien et des centaines de millions de fdj ont été déboursé de la caisse de l’état.

Des membres de l’autorité centrale éthiopienne ont été invités, mais aucun n’a confirmé sa participation pour l’instant.

Le président du comité exécutif de la région Afar de l’Éthiopie, monsieur Awal Qarba, a refusé de participer à la mascarade d’Ismaël Omar Guelleh. Awal Qarba a clairement dit que sa fonction politique ne lui autorisait pas de s’ingérer dans les règles culturelles. D’autant plus que le système d’organisation du sultanat chez l’ethnie Afar est une organisation en zone.

L’ugaas Moustapha Mohamed Ibrahim, le guide de l’ethnie Issa qui siège à Dire Dawa, a été invité aussi à la cérémonie du 26 octobre 2022.

Mais, des sources proches du gouvernement djiboutien ont appris à HCH24 que l’Ugaas Moustapha Mohamed Ibrahim a eu l’ordre de l’autorité centrale de l’Éthiopie de ne pas participer à la mascarade de Guelleh prévue le 26 octobre 2022 à Tadjourah.

Les sources ont rajouté que le jeune Ugaas a un ultimatum qui court jusqu’à mardi 25 octobre 2022 à midi de la part d’Ismael Omar Guelleh pour se présenter à Djibouti.

Cette mini crise régionale a démontré la faiblesse d’Ismael Omar Guelleh au point que des membres du gouvernement djiboutien d’origine éthiopienne ont préféré continuer à collaborer en catimini avec l’Abyssie.
