Le Ministre des Affaires étrangères et de la Coopération internationale de Djibouti, Mahmoud Ali Youssouf, a pris ses fonctions le 22 mai 2005. Il s’est lié des bonnes relations avec le régime éthiopien du TPLF ou Wayane qui le présentait auprès de Guelleh comme un diplomate hors pair et capable de renforcer les relations entre Addis-Abeba et Djibouti.

Le régime éthiopien TPLF ou Wayane manipulait la vision de la politique étrangère d’Ismaël Omar Guelleh via Mahmoud Ali Youssouf qui tirait d’importants avantages de ce double jeu entre l’Éthiopie et Djibouti.
Le TPLF ou Wayane avait besoin de polir leur image auprès des pays du Golf, Mahmoud Ali Youssouf, utilisait son ami Dya-Eddin Saïd Bamakhrama, ambassade de Djibouti en Arabie Saoudite en poste bientôt 20 ans.
Pour ce qui est de la politique étrangère, le premier ministre de Djibouti, Abdoulkader Kamil Mohamed, une personne de nature affable mais qui est un insomniaque de la politique, téléphone les après-midi, au moment ou il broute le Khat à son cousin Mahmoud Ali Youssouf pour avoir une mise à jour de la politique étrangère du régime djiboutien.

Absorbant sans modération les discours de son cousin ministre des affaires étrangères, Abdoulkader Kamil se lâche à son tour et met à mal l’accord de paix entre l’Djibouti et l’Érythrée. Dans son intervention publique du 21 septembre 2018 au cours des rencontres citoyennes du RPP au palais du peuple, le premier ministre fustige gratuitement l’Érythrée qu’il qualifie de danger pour la nation djiboutienne (vidéo : https://youtu.be/LGCMM11GX78).
Des membres du RPP craignent beaucoup que le prochain rencontre technique prévu à Djedda, la semaine prochaine, entre Djibouti et l’Érythrée pour débuter les pourparlers se solde par un échec si Mahmoud Ali Youssouf et son ami Dya-Eddin sont les seuls maitres du jeu.
