Djibouti/Somalie : Y’aurait-il un nouveau Black Hawk Down en Afrique de l’Est ?

Depuis deux mois, une rumeur qui circulait à Mogadiscio disait : « Omar Hassan dit Saadaq Joon va ramener 3000 combats somaliens à Djibouti pour suivre une formation sur la sécurisation des installations pétrolières de la Somalie. »

Une autre information relayée par des activistes proches claniques à l’actuel président de la Somalie, Hassan Sheikh Mahamoud, disait que Omar Hassan dit Saadaq Joon sera nommé au poste d’ambassade de la Somalie à Djibouti.

À Hargeisa, les proches de Muse Bihi Abdi racontent que Omar Hassan dit Saadaq Joon recrute au sud de la Somalie des miliciens pour le compte de sa nouvelle belle famille, en l’occurrence la famille Guelleh.

Depuis un mois, des Somaliens prétendument recrutés dans la région de Galmudug sont arrivés à Djibouti par avion.

Le soir du vendredi 30 juin 2023, un activiste somalien qui anime un compte YouTube dénommé Shantasoomaaliya, a confirmé dans son intervention l’existence d’un projet de préparation d’une milice d’origine somalienne que Omar Hassan dit Saadaq Joon a recruté au sud de la Somalie. Ces miliciens sont composés des membres d’Al-shabab et du clan Hawiyeh/Habar-Gidir.

Que viennent faire à Djibouti ces miliciens du sud de la Somalie?

Des sources non confirmées relatent que ces miliciens, dont la première partie est déjà à Djibouti, sont chargés d’assurer la défense du président Ismaël Omar Guelleh qui craint un soulèvement populaire. Or, d’autres disent que c’est un projet d’importation du terrorisme sur le sol djiboutien.

En tout cas, nous savons que Djibouti n’a pas la compétence pour former des agents ou militaires spécialisés de la sécurisation des installations pétrolières et que la Somalie n’a pas de pétrole pour l’instant. Donc, l’arrivée à Djibouti de ces miliciens doit avoir des relations avec les bases des forces étrangères stationnées à Djibouti.
