Afrique de l’Est : L’ex-agent de la DGSE, DENIS ALEX, est-il victime de la guerre entre les sociétés de Telecom en Afrique de l’Est ?

Le fournisseur de télécommunications de premier plan basé en Somalie et créé en 2003, Dalkom Somalia, est une société à responsabilité limitée enregistrée en Somalie et aux Émirats arabes unis. Dalkom Somalia est une société privée et est financée par des particuliers et des sociétés d’investissement somaliens. La Société détient 10 % du capital d’EASSy câble et 9,13 % de WIOCC. Par le biais de WIOCC, Dalkom Somalia détient aussi une participation dans les câbles sous-marins EIG et WAC.

Depuis lors, Dalkom Somalia est devenue l’une des sociétés de télécommunications à la croissance la plus rapide d’aujourd’hui en Afrique de l’Est offrant des solutions de nouvelle génération pour le haut débit, la connectivité, le cloud computing, les services gérés, les services par satellite et les services Internet pour les segments entreprises, grossistes et consommateurs.

Le plus grand actionnaire de Dalkom Somalia est monsieur Sherif Ahmed, un Somalien natif de la région de Baraawa. Il dispose aussi la nationalité yéménite. Sherif Ahmed avait commencé son business par les commerces de carburants et l’import-export de l’alimentation avant de se lancer dans la télécommunication et la nouvelle technologie en général.

Dalkom Somalia s’est lancé dans un projet d’environ 230 millions de dollars US financé en grande partie par la banque mondiale. Le projet de télécommunication se nomme « cable EASSy » qui mesure 9 900 kilomètres et qui relie l’Afrique du Sud, l’Éthiopie, Madagascar, les Seychelles, Les Comores, le Botswana, le Mozambique, la Tanzanie, l’Érythrée, le Kenya, l’île Maurice, Djibouti, et le Soudan.

Les promoteurs du projet ont annoncé en juillet 2006 l’octroi du contrat de construction du câble à la société Alcatel. Les travaux ont débuté le premier trimestre de 2007, source Wikipedia.org.

Vu l’importance du marché et le bénéfice énorme que les promoteurs du projet peuvent en tirer, le câble sous-marin de télécommunication EASSy n’a pas laissé indifférent plus d’un. La mafia Djibouto-somalienne dirigée par Ismael Omar Guelleh a initié aussi un autre projet de câble sous-marin de télécommunication concurrent, le Djibouti Africa Regional Express (DARE-1), un système de câble sous-marin à haute capacité de 5500 km.

En 2016, Djibouti Telecom, la société de télécommunication de la République de Djibouti, et six autres fournisseurs de services de télécommunications (Africa Marine Express, TeleYemen, Telesom, Hormuud Telecom Somalia, Golis Telecom et Somtel Group) ont signé un accord de construction et de maintenance (C&MA) pour construire DARE-1.

Le système de câbles sous-marins DARE reliera Dar Es Salam, Mombasa, Mogadiscio, Bossaso, Berbera, Mocha et Djibouti. Le système fournira une route alternative à faible latence et fournira une connectivité à large bande passante depuis la Corne de l’Afrique, l’Afrique de l’Est et le Moyen-Orient. Le contrat de construction du câble a été cédé à SubCom.

Et qui dit Hormuud, Golis, Somtel Group, Dahabshiil et Ahmed Nur Jumale, dit une proximité avec les groupes extrémistes religieux somaliens, tels qu’Al-shabab et Al-Qaïda en Somalie.

En effet, des sources proches d’Ismael Omar Guelleh et Kadra Mahamoud Haïd laissent entendre que les coups bas entre les promoteurs EAAsy et DARE sont la cause de l’enlèvement de deux agents de renseignement français, Denis Allex et Marc Aubrière. Le 14 juillet 2009, un commando somalien surgit à l’hôtel Sahafi de Mogadiscio et cible directement la chambre des Français précités comme si le commando avait eu des informations sûres. D’ailleurs, le ministre de l’Intérieur de la République fédérale de Somalie de l’époque était dans la chambre qui est à-côté de celle de Denis Alex de ce même hôtel et il n’est fut aucunement dérangé par le commando de Hisbul-Islam. Marc Aubière sera le prisonnier du groupuscule islamiste somalien — Hisbul Islam, et Denis Allex sera l’otage d’Al-shabab. Hisbul Islam est un groupe sous-traitant d’Al-shabab dirigée par Dahir Aweys, un ami et cousin proche d’Ahmed Nur Jumale, patron de Salaam Africa Bank et Hormuud.

Suite à une opération militaire de l’armée française menée à Buulo-Mareer, lieu de la détention de Denis Allex, le 11 janvier 2013, Denis Allex se fera abattre par ses geôliers, mais deux autres commandos français, le capitaine Patrice Rebout — chef du commando et un autre militaire tombé sous les balles d’Al-shabab, du Service Action (SA) de la DGSE (Direction générale de sécurité extérieure) y laisseront leurs vies dans cette opération militaire menée dans le but de libérer Denis Allex.

Les sources précitées affirment que les groupuscules islamistes somaliens, Hisbul-islam et Al-shabab, avaient reçu les informations sur les déplacements de deux agents de la DGSE française via leurs connexions avec la mafia Djibouto-somalienne dirigée par Guelleh et particulièrement la direction de la police nationale djiboutienne qui a un accord de coopération avec les services de la sécurité françaises.

L’objectif était de créer une tension entre la France et les groupuscules islamistes somaliens afin de générer une insécurité pour les entreprises françaises qui avaient des projets aux régions centres et sud de la Somalie. Cette nouvelle donne pourrait indéniablement retarder ou suspendre le projet de câble sous-marin de télécommunication EAASy dont sa réalisation a été signée ou octroyée à Alcatel, une entreprise française spécialisée dans le secteur des télécommunications.

Ainsi, un retard sur le projet EAASy serait une aubaine pour le projet concurrent, DARE.

Les coups bas entre Dalkom Somalia et la mafia Djibouto-somalienne ne semblent pas finir ou s’arrêter. Ce dernier groupe bénéficiant des ressources humaines, techniques et financières de l’état djiboutien a le dessus pour l’instant.

Sur un dossier bien scellé et dont les auteurs sont Mohamed Said Guedi, un des lieutenants de la mafia de Guelleh, le directeur général de la police, la mafia russe dont Guelleh collabore sur les trafics d’arme et bien d’autres, la mafia djibouto-somalienne a reçu à malmener l’actionnaire principal de Dalkom Somalia, monsieur Sherif Ahmed. Ce businessman somalien est actuellement emprisonné aux Émirats arabes unis où il est accusé de trafic d’armes vers le Yémen et la Somalie.

La prochaine cible de la mafia djibouto-somalienne est Hassan Ahmed Dini, un autre businessman du nord de la Somalie, Issaq/Habar-Awal, ayant la nationalité malienne. Celui-ci a un cabinet de consulting et il a fait plusieurs voyages à Djibouti et en Somalie. La mafia djibouto-somalienne dirigée par Ismael Omar Guelleh soupçonne Hassan Ahmed Dini d’être sur différentes enquêtes dont celle des deux agents de la DGSE française enlevés en 2009 à Mogadiscio.

East Africa: Is former DGSE agent DENIS ALEX a victim of the war between telecom companies in East Africa?

Dalkom Somalia, a leading telecommunications provider based in Somalia and founded in 2003, is a limited liability company registered in Somalia and the United Arab Emirates. A private company, Dalkom Somalia is funded by Somali individuals and investment firms. The company holds a 10% stake in the EASSy cable and a 9.13% stake in WIOCC. Through WIOCC, Dalkom Somalia also holds an interest in the EIG and WAC submarine cables.

Since its inception, Dalkom Somalia has become one of the fastest-growing telecommunications companies in East Africa today, offering next-generation solutions for broadband, connectivity, cloud computing, managed services, satellite services, and internet services for enterprise, wholesale, and consumer segments.

The majority shareholder of Dalkom Somalia is Mr. Sherif Ahmed, a Somali native from the Baraawa region who also holds Yemeni nationality. Sherif Ahmed began his business ventures in fuel trading and food import-export before entering the telecommunications and general technology sector.

Dalkom Somalia embarked on a project worth approximately 230 million US dollars, largely financed by the World Bank. This telecommunications project, named the « EASSy cable, » spans 9,900 kilometers and connects South Africa, Ethiopia, Madagascar, Seychelles, Comoros, Botswana, Mozambique, Tanzania, Eritrea, Kenya, Mauritius, Djibouti, and Sudan.

Project promoters announced in July 2006 the awarding of the cable construction contract to Alcatel. Construction began in the first quarter of 2007, according to Wikipedia.org.

Given the market importance and the enormous profits project promoters could reap, the EASSy submarine telecommunications cable did not go unnoticed. The Djiboutian-Somali mafia, led by Ismael Omar Guelleh, also initiated a competing submarine telecommunications cable project, the Djibouti Africa Regional Express (DARE-1), a high-capacity 5,500 km submarine cable system.

In 2016, Djibouti Telecom, the telecommunications company of the Republic of Djibouti, and six other telecommunications service providers (Africa Marine Express, TeleYemen, Telesom, Hormuud Telecom Somalia, Golis Telecom, and Somtel Group) signed a Construction and Maintenance Agreement (C&MA) to build DARE-1.

The DARE submarine cable system will connect Dar Es Salaam, Mombasa, Mogadishu, Bossaso, Berbera, Mocha, and Djibouti. The system will provide an alternative low-latency route and deliver high-bandwidth connectivity from the Horn of Africa, East Africa, and the Middle East. The cable construction contract was awarded to SubCom.

Mention of Hormuud, Golis, Somtel Group, Dahabshiil, and Ahmed Nur Jumale implies proximity to Somali religious extremist groups, such as Al-Shabaab and Al-Qaeda in Somalia.

Indeed, sources close to Ismael Omar Guelleh and Kadra Mahamoud Haid suggest that the underhanded tactics between the promoters of EASSy and DARE are the cause of the abduction of two French intelligence agents, Denis Allex and Marc Aubrière. On July 14, 2009, a Somali commando unit stormed the Sahafi Hotel in Mogadishu and directly targeted the room of the aforementioned French agents, as if the commando had reliable information. Notably, the then-Minister of the Interior of the Federal Republic of Somalia was in the room next to Denis Allex’s in the same hotel and was not disturbed in the slightest by the Hizbul Islam commando. Marc Aubrière became a prisoner of the Somali Islamist faction—Hizbul Islam—and Denis Allex became a hostage of Al-Shabaab. Hizbul Islam is a subcontracting group for Al-Shabaab led by Dahir Aweys, a close friend and cousin of Ahmed Nur Jumale, head of Salaam Africa Bank and Hormuud.

Following a military operation by the French army conducted in Buulo Mareer, the location of Denis Allex’s detention, on January 11, 2013, Denis Allex was shot by his jailers. Two other French commandos, Captain Patrice Rebout—the commando leader—and another soldier from the DGSE’s (Directorate-General for External Security) Action Service (SA), lost their lives in this military operation aimed at freeing Denis Allex.

The aforementioned sources claim that the Somali Islamist factions, Hizbul Islam and Al-Shabaab, received information about the movements of the two DGSE agents through their connections with the Djiboutian-Somali mafia led by Guelleh, and specifically through the leadership of the Djiboutian national police, which has a cooperation agreement with French security services.

The objective was to create tension between France and the Somali Islamist factions to generate insecurity for French companies with projects in central and southern regions of Somalia. This new development would undeniably delay or suspend the EASSy submarine telecommunications cable project, whose realization had been signed or awarded to Alcatel, a French company specializing in the telecommunications sector.

Thus, a delay on the EASSy project would be a windfall for the competing DARE project.

The underhanded tactics between Dalkom Somalia and the Djiboutian-Somali mafia show no signs of ending or stopping. The latter group, benefiting from the human, technical, and financial resources of the Djiboutian state, currently has the upper hand.

In a well-sealed case whose perpetrators include Mohamed Said Guedi, one of the lieutenants of Guelleh’s mafia, the Director-General of Police, and the Russian mafia with which Guelleh collaborates on arms trafficking and more, the Djiboutian-Somali mafia has managed to target the main shareholder of Dalkom Somalia, Mr. Sherif Ahmed. This Somali businessman is currently imprisoned in the United Arab Emirates, where he is accused of arms trafficking to Yemen and Somalia.

The next target of the Djiboutian-Somali mafia is Hassan Ahmed Dini, another businessman from northern Somalia, Issaq/Habar-Awal, who holds Malian nationality. He runs a consulting firm and has made several trips to Djibouti and Somalia. The Djiboutian-Somali mafia led by Ismael Omar Guelleh suspects Hassan Ahmed Dini of conducting various investigations, including one into the two abducted French DGSE agents in Mogadishu in 2009.
