Somaliland/Éthiopie : Le rôle dissimulé d’Ismaël Omar Guelleh au sujet du mémorandum d’entente entre Hargeisa et Addis-Abeba.

Depuis le matin du 02 janvier 2024 circule dans les réseaux sociaux somaliens une lettre portant l’entête et la signature du président de la République de Djibouti. Cette lettre, datée du 1er janvier 2024, était destinée au président de la Somaliland, monsieur Muse Bihi Abdi. à travers cette lettre, le président de la République de Djibouti adresse son soutien à monsieur Muse Bihi Abdi suite à la signature d’un mémorandum d’entente entre Addis-Abeba et Hargeisa le 1er janvier 2024. Cet accord portait sur l’octroi d’une base militaire navale à l’Éthiopie sur un terrain de 20 km des côtes de la Somaliland (entre Lughaya et Berbera qui est un territoire de l’ethnie Issa).
En échange de la signature de cet accord, l’Éthiopie avait promis des avantages pécuniaires aux responsables djiboutiens et somaliens, dont Muse Bihi Abdi en premier, qui ont contribué à la concrétisation de ce projet d’Abiy Ahmed Ali.

Comme on peut voir dans le Screeshot ci-joint à cet article, la lettre en question est apparue, le 2 janvier 2024 à 1 h 35 temps de l’Afrique de l’Est, sur un compte du réseau social dénommé Hargeysa-News. Compte du réseau social de la Somaliland, proche de Mohamed Said Guedi.
La publication est restée visible pendant quelques heures puis elle a disparu. Cette lettre de soutien au mémorandum d’entente entre la Somaliland et l’Éthiopie, portant l’entête et de la République de Djibouti et la signature d’Ismael Omar Guelleh, circule dans les cafés et restaurants de Hargeisa comme un message divin.

Bien que cette lettre a été reprise des multitudes de fois dans des médias somaliens et éthiopiens, la présidence de Djibouti n’a jamais publié un communiqué la dénonçant. Ce qui a renforcé les sentiments des Somaliens et des Djiboutiens.
Beaucoup des Somaliens commentent dans les médias et réseaux sociaux qu’Ismael Omar Guelleh avait un rôle dissimulé prépondérant à la préparation de ce mémorandum d’entente entre l’Éthiopie et la Somaliland.

Cette inquiétude des Somaliens s’est renforcée quand ils ont vu la fille du président Ismael Omar Guelleh, madame Haybado Ismael Omar a publié sur son compte Facebook son soutien à ce mémorandum d’entente. La fille du président, madame Haybado Ismael Omar, a publié son premier article de soutien au mémorandum d’entente quelques heures après sa signature (https://fb.watch/ppweOZwv90/).
De leur côté, plusieurs proches de Naguib Abdallah Kamil accusent les réseaux de la première dame, madame Kadra Mahamoud Haid, d’avoir divulgué cette lettre confidentielle spécialement adressée à Muse Bihi Abdi.

Ces genres des documents officiels ne sont pas nouveaux dans la région.

Dès 1988 à 1991, à l’approche de la chute de la région de feu Siad Barre, l’ex-président de la Somalie, la population de Mogadiscio étaient habitués de voir circuler sous les manteaux des courriers officiels de l’état utilisé comme des tracts.

Somaliland/Ethiopia: Ismaël Omar Guelleh’s hidden role in the memorandum of understanding between Hargeisa and Addis Ababa.

Since the morning of January 02, 2024, a letter bearing the letterhead and signature of the President of the Republic of Djibouti has been circulating on Somali social networks. This letter, dated January 1, 2024, was addressed to the President of Somaliland, Mr. Muse Bihi Abdi. Through this letter, the President of the Republic of Djibouti expresses his support for Mr. Muse Bihi Abdi following the signing of a memorandum of understanding between Addis Ababa and Hargeisa on January 1, 2024. This agreement concerned the granting of a naval military base to Ethiopia on land 20 km off the coast of Somaliland (between Lughaya and Berbera, a territory of the Issa ethnic group).
In exchange for signing this agreement, Ethiopia promised financial benefits to Djibouti and Somaliland officials, led by Muse Bihi Abdi, who helped bring Abiy Ahmed Ali’s project to fruition.

As can be seen in the Screeshot attached to this article, the letter in question appeared, on January 2, 2024 at 1:35 a.m. East African time, on a social networking account called Hargeysa-News. Social network account of Somaliland, close to Mohamed Said Guedi.
The publication remained visible for a few hours, then disappeared. This letter of support for the memorandum of understanding between Somaliland and Ethiopia, on the letterhead of the Republic of Djibouti and signed by Ismael Omar Guelleh, is circulating in the cafés and restaurants of Hargeisa like a divine message.

Although this letter has been reprinted multitudes of times in the Somali and Ethiopian media, the Djibouti presidency has never issued a communiqué denouncing it. This has reinforced the feelings of both Somalis and Djiboutians.
Many Somalis are commenting in the media and social networks that Ismael Omar Guelleh had a concealed leading role in the preparation of this memorandum of understanding between Ethiopia and Somaliland.

Somalilanders’ concerns were heightened when President Ismael Omar Guelleh’s daughter, Madame Haybado Ismael Omar, posted her support for the memorandum of understanding on her Facebook account. The president’s daughter, Haybado Ismael Omar, published her first article in support of the memorandum of understanding a few hours after it was signed (https://fb.watch/ppweOZwv90/).
For their part, several people close to Naguib Abdallah Kamil accuse the networks of the First Lady, Madame Kadra Mahamoud Haid, of having leaked this confidential letter addressed specifically to Muse Bihi Abdi.

These kinds of official documents are not new to the region.

From 1988 to 1991, in the run-up to the fall of the region of the late Siad Barre, Somalia’s ex-president, the people of Mogadishu were accustomed to seeing official state mail circulating under their coats, used as leaflets.
