Somalie/Al-shabaab : La Chambre du peuple a approuvé le projet de loi sur les sanctions financières spécifiques.

Le deuxième vice-président de l’Assemblée du peuple du Parlement de la République fédérale de Somalie, M. Abdullahi Omar Abshirow, a présidé, le samedi 14 janvier 2023, la deuxième session de la 10e réunion de l’Assemblée du peuple dont l’ordre du jour était :

1. 2e lecture du projet de loi sur les sanctions financières spécifiées.

2. La 1re lecture du projet de loi sur l’Agence nationale de renseignement et de sécurité — NISA.

3. 1re lecture du projet de loi sur l’identification et l’enregistrement du peuple.

Au cours de cette séance, les parlementaires ont fait une première lecture du projet de loi sur l’Agence nationale de renseignement et de sécurité — NISA. Après cela, les membres de la Chambre des représentants du Parlement fédéral de la Somalie ont donné leur point de vue sur le projet de loi de l’Agence nationale de renseignement et de sécurité et diverses recommandations que les députés ont été inclus. Le vice-président de la Chambre des représentants qui présidait cette session et le Secrétaire général de la Chambre ont ordonné la transmission de cette loi à la Commission des affaires intérieures, des autorités régionales et de la sécurité de l’Assemblée du peuple du BJFS, pour préparer la deuxième lecture de cette loi.

De plus, les députés ont eu un débat difficile à la 2e lecture du PROJET DE LOI SUR LES SANCTIONS FINANCIÈRES. Le président de la commission des finances et du budget et le ministre des Finances ont félicité les députés du Parlement fédéral de la Somalie pour leur travail acharné, le débat qu’ils ont eu sur cette loi et leur ont demandé de l’approuver, car la plupart des députés ont approuvé l’efficacité de cette loi pour le pays.

140 députés ont voté pour et 3 députés l’ont rejetée.

Enfin, le deuxième vice-président de la Chambre du peuple de la République fédérale de Somalie, M. Abdullahi Umar Abshirow, qui présidait la session, a chargé le secrétaire général de la Chambre du peuple de transférer la loi à la commission des affaires intérieures et de la sécurité du parlement somalien.

Les sociétés jumelles, BECO et Hormuud Telecom, ont coupé l’électricité de Villa-Hargeisa où se réunissaient les membres de l’Assemblée du Peuple.

La coupure d’électricité est intervenue au moment dont les membres de l’Assemblée du peuple somalien débattaient le PROJET DE LOI SUR LES SANCTIONS FINANCIÈRES. Ce projet tant attendu donnera à l’état somalien des armes juridiques adaptées pour combattre l’argent d’extorsion qu’Al-Shabaab prend aux hommes d’affaires et au peuple somalien, l’argent du crime organisé et des activités illégales.

Mais il est surprenant que lors de la dernière lecture de cette loi, l’électricité ait été coupée, ce qui prouve qu’Al-Shabaab contrôle BECO et Hormuud Telecom.

Des députés soupçonnés de connivence avec BECO, Hormuud Telecom et Dahabshil se sont opposés au débat sur le PROJET DE LOI SUR LES SANCTIONS FINANCIÈRES.

 De l’autre côté, le vice-ministre somalien de l’Information, Abdirahman Yusuf Al-Adalah, accompagné du ministre des Finances et du ministre d’État à la Sécurité a tenu une conférence de presse à Mogadiscio, pour informer le public de l’avancement de la guerre économique contre Al-Shabaab.

Le ministre Al-Adalah a déclaré qu’un bon résultat avait été obtenu dans la guerre économique menée contre Al-Shabaab, et que 250 comptes bancaires et 70 numéros de téléphone, que le groupuscule Al-shabaab utilisait pour « extorquer les commerçants et le peuple », avaient été bloqués, d’après lui.

« Plus de 3 000 citoyens somaliens ont contacté le gouvernement qui a fourni des informations sur l’argent que les terroristes collectent auprès du peuple somalien », a-t-il déclaré.

« Les résultats préliminaires ont permis de geler 250 comptes, et les informations du peuple somalien ont permis de bloquer 70 téléphones considérés comme utilisés par les terroristes pour le blanchiment d’argent illégal, a-t-il rajouté ».

Il a également déclaré que le tri des informations reçues des citoyens somaliens est toujours en cours, après quoi ils appliqueront le système destiné à prendre les mesures autorisées par la nouvelle loi.

« Le gouvernement somalien remercie une fois de plus le peuple somalien et lui demande de continuer à coopérer avec les agences des sécurités de l’état, en envoyant leurs informations sur les numéros de téléphone qui ont partout », a-t-il dit.

Le gouvernement fédéral de la Somalie a émis un avertissement, le 23 octobre 2022, concernant la poursuite en justice des entités physiques et morales impliquées dans des transactions financières avec Al-Shabaab.

Somalia/Al-shabaab: The People’s House approved the draft law on specific financial sanctions.

The second deputy speaker of the People’s Assembly of the Parliament of the Federal Republic of Somalia, Mr. Abdullahi Omar Abshirow, presided over the second session of the 10th meeting of the People’s Assembly on Saturday 14 January 2023:

1. 2nd reading of the specified financial sanctions bill.

2. The 1st reading of the bill on the National Intelligence and Security Agency – NISA.

3. 1st reading of the People’s Identification and Registration Bill.

During this session, the parliamentarians gave a first reading to the bill on the National Intelligence and Security Agency – NISA. After that, the members of the House of Representatives of the Federal Parliament of Somalia gave their views on the draft law of the National Intelligence and Security Agency and various recommendations that the MPs were included. The Deputy Speaker of the House of Representatives who chaired this session and the Secretary General of the House ordered the transmission of this law to the Committee on Internal Affairs, Regional Authorities and Security of the People’s Assembly of the BJFS, to prepare the second reading of this law.

Finally, the second deputy speaker of the House of the People of the Federal Republic of Somalia, Mr. Abdullahi Umar Abshirow, who presided over the session, instructed the secretary general of the House of the People to transfer the law to the committee on internal affairs and security of the Somali parliament.

The twin companies, BECO and Hormuud Telecom, cut off the electricity to Villa-Hargeisa, where members of the People’s Assembly were meeting.

The power cut came as members of the Somali People’s Assembly were debating the FINANCIAL SANCTIONS BILL. This long-awaited bill will give the Somali state adequate legal weapons to combat the extortion money that Al-Shabaab takes from businessmen and the Somali people, money from organised crime and illegal activities.

But surprisingly, during the last reading of the bill, the electricity was cut off, proving that Al-Shabaab controls BECO and Hormuud Telecom.

MPs suspected of colluding with BECO, Hormuud Telecom and Dahabshil opposed the debate on the FINANCIAL PENALTY BILL.

 On the other hand, Somalia’s Deputy Minister of Information, Abdirahman Yusuf Al-Adalah, accompanied by the Minister of Finance and the Minister of State for Security held a press conference in Mogadishu, to inform the public of the progress of the economic war against Al-Shabaab.

Minister Al-Adalah said that a good result had been achieved in the economic war against Al-Shabaab, and that 250 bank accounts and 70 telephone numbers, which Al-Shabaab used to « extort traders and the people », had been blocked, according to him.

« More than 3,000 Somali citizens have contacted the government, which has provided information on the money the terrorists are collecting from the Somali people, » he said.

« Preliminary results have led to the freezing of 250 accounts, and the information from the Somali people has led to the blocking of 70 phones considered to be used by terrorists for illegal money laundering, he added.

He also said that the sorting of the information received from Somali citizens is still ongoing, after which they will apply the system to take the measures allowed by the new law.

« The Somali government once again thanks the Somali people and asks them to continue to cooperate with the state security agencies by sending their information on the phone numbers that are everywhere, » he said.

The federal government of Somalia issued a warning on 23 October 2022 regarding the prosecution of natural and legal entities involved in financial transactions with Al-Shabaab.
