Djibouti/Israël/Somaliland : Des citoyens djiboutiens de l’ethnie Isaaq réprimés après des manifestations de soutien à la reconnaissance du Somaliland par Israël

Le vendredi 26 décembre 2025, le Premier ministre israélien, Benyamin Netanyahou, s’est entretenu par visioconférence avec le président de l’État autoproclamé du Somaliland, Abdirahman Mohamed Abdullahi, dit « Cirro ». Au cours de cet échange, le chef du gouvernement israélien a informé son interlocuteur de la décision d’Israël de reconnaître le Somaliland en tant qu’État souverain. Cette reconnaissance a été formalisée en direct lors de la visioconférence par la signature conjointe du Premier ministre israélien et de son ministre des Affaires étrangères.

Peu après l’annonce officielle, la Somalie, Djibouti, l’Égypte et la Turquie ont publié une position commune rejetant cette reconnaissance, qu’ils ont qualifiée de violation de l’intégrité territoriale de la République fédérale de Somalie.

Au Somaliland, la nouvelle a été accueillie par des manifestations spontanées de joie, plusieurs citoyens étant descendus dans les rues pour célébrer cette reconnaissance diplomatique.

À Djibouti, des citoyens djiboutiens issus de l’ethnie Isaaq, notamment des jeunes et des femmes, ont également organisé une marche de joie pacifique dans la capitale, empruntant l’avenue 26 et l’avenue 13. Toujours selon ces mêmes sources le soir même, le président de la République de Djibouti, Ismail Omar Guelleh, a contacté les responsables de la Police nationale et des services de renseignement à la suite de ces manifestations. Il a ordonné l’interpellation des personnes de l’ethnie Isaaq ayant participé à la marche du vendredi soir. Plusieurs arrestations ont eu lieu, et des cas de torture visant les premiers interpellés ont été rapportées. Par ailleurs, des commerçants et des hauts responsables de l’administration djiboutienne issus de la même communauté feraient l’objet de mesures de surveillance (mise sur écoute de leur communication téléphonique).

Le samedi matin 27 décembre 2025, le chef de l’État djiboutien aurait réuni les responsables de la police politique et leur aurait donné instruction de réprimer sévèrement toute expression de soutien au Somaliland au sein de l’ethnie Isaaq.

Djibouti / Israel / Somaliland: Djiboutian citizens from the Isaaq community repressed following demonstrations in support of Israel’s recognition of Somaliland

On Friday, 26 December 2025, Israeli Prime Minister Benjamin Netanyahu held a videoconference meeting with the president of the self-declared State of Somaliland, Abdirahman Mohamed Abdullahi, known as “Cirro.” During the exchange, the Israeli head of government informed his counterpart of Israel’s decision to recognize Somaliland as a sovereign state. This recognition was formally enacted live during the videoconference through the joint signing by the Israeli Prime Minister and his Minister of Foreign Affairs.

Shortly after the official announcement, Somalia, Djibouti, Egypt, and Turkey issued a joint statement rejecting the recognition, describing it as a violation of the territorial integrity of the Federal Republic of Somalia.

In Somaliland, the news was met with spontaneous celebrations, as residents took to the streets to mark the diplomatic recognition.

In Djibouti, Djiboutian citizens from the Isaaq community—particularly young people and women—also organized a peaceful celebratory march in the capital, along Avenue 26 and Avenue 13. According to the same sources, later that evening the President of the Republic of Djibouti, Ismail Omar Guelleh, contacted senior officials of the National Police and the intelligence services in response to the demonstrations. He reportedly ordered the arrest of individuals from the Isaaq community who had taken part in the Friday evening march. Several arrests were carried out, and reports of torture involving the first detainees have emerged. In addition, merchants and senior officials within the Djiboutian administration from the same community are said to be subject to surveillance measures, including the monitoring of their telephone communications.

On the morning of Saturday, 27 December 2025, the Djiboutian head of state reportedly convened senior officials of the political police and instructed them to severely repress any expression of support for Somaliland within the Isaaq community.

The situation remains under close observation.
