Djibouti : Elmi Moussa Hassan, l’ex-député et cousin de Guelleh, confirme que le régime clanico-mafieux (Reer-Cawl/Mamasan) est responsable de la zizanie à Zeila

Un audio ou une vidéo circulant sur les réseaux sociaux depuis 72 heures montre clairement comment le régime clanico-mafieux serait responsable des tensions à Zeila le 2 octobre 2025. Cet enregistrement, qui semble avoir été enregistré le mercredi 29 octobre 2025, aurait fuité d’un groupe WhatsApp appartenant au clan Reer-Cawl/Mamasan. C’est une jeune femme du sous-clan Badarahan/Reer-Cawl/Mamasan, ne supportant plus le projet criminel du clan de Gerisa, qui aurait décidé de rendre publics ces audios.

« Je salue tous mes cousins Reer-Cawl. Je m’adresse à tous les membres de notre comité et aux autres invités. Nous vous informons que nous avons rencontré la direction du comité du pouvoir de Djibouti chargé des affaires de Zeila et du littoral de la région du Guban en Somaliland : le colonel Mohamed Djama Doualeh de la Garde républicaine de Djibouti et Djama Ali Guelleh, directeur général de l’EDD de Djibouti.
Il y avait avec moi Mohamed Mousse. Ensuite, nous sommes allés au siège d’Engueila. À Engueila, nous avons longuement discuté des événements de la région du Guban. Nous étions 24 membres représentant de tous les sous-clans des Reer-Cawl/Mamasan.
Le premier projet consistait à l’organisation de l’événement du Xeer-Ciise à Zeila pour créer une tension et ainsi provoquer une guerre entre les Issas d’Éthiopie et l’état de la Somaliland, puis inviter le gouvernement de Hassan Sheikh Mahamoud à soutenir la rébellion issa qui allait se former contre Hargeisa. Notre seul objectif, nous, Reer-Cawl/Mamasan, était de maintenir au pouvoir le président Ismail Omar Guelleh en créant des confrontations ethniques à Djibouti et à nos frontières. Nous avons concrétisé notre projet et réussi à apporter des modifications à la Constitution djiboutienne afin de pérenniser le pouvoir du clan.
Vu que notre projet s’est concrétisé, nous devons calmer les choses actuellement, car cette tension pourrait nous conduire à un affrontement armé entre nous, Reer-Cawl/Mamasan, et le clan Mahamade-Asse/Gadabursi à Lughaya et aux environs.
Nous, Reer-Cawl/Mamasan, ne sommes pas capables de nous défendre, et nos femmes, enfants et chameaux seraient chassés du Guban/Somaliland pour se réfugier à Djibouti. Une telle situation s’était déjà produite dans le passé, et la majeure partie de notre clan avait émigré à Djibouti en fuyant nos oncles maternels.
Si les Issas d’Éthiopie veulent organiser une célébration du Xeer-Ciise à Saylac, c’est leur problème. Nous, Reer-Cawl/Mamasan, avons atteint notre objectif et nous nous retirons discrètement des tensions.
Informez-vous discrètement entre vous que les jeux ont changé. Hassan Amare, qui vit en Europe, a déjà été informé de la nouvelle décision des Reer-Cawl/Mamasan, et il a déjà changé de langage. Il appelle ses oncles maternels à la paix.

Par ces propos, M. Elmi Moussa Hassan, ex-député et cousin de Guelleh, a révélé que le colonel Mohamed Djama Doualeh, de la Garde républicaine de Djibouti, et Djama Ali Guelleh, directeur général de l’EDD, seraient responsables des conflits ethniques entre Afars, Issas et Gadabursis. Selon lui, ce sont eux qui financeraient les acteurs déclencheurs des tensions ethniques avec l’argent de l’État djiboutien.

Le témoignage de cet ex-député et cousin d’Ismail Omar Guelleh démontrerait que le pays est entre les mains d’un régime clanico-mafieux. Une telle situation pourrait, selon lui, conduire Djibouti à un scénario comparable au génocide du Rwanda, qui s’est déroulé du 7 avril au 17 juillet 1994.

“I greet all my Reer-Cawl cousins. I am addressing all members of our committee and other guests. We inform you that we have met with the leadership of the Djiboutian government committee in charge of the affairs of Zeila and the coastal area of the Guban region in Somaliland: Colonel Mohamed Djama Doualeh of the Djibouti Republican Guard and Djama Ali Guelleh, Director General of the EDD (Djibouti Electricity Company).
Mohamed Mousse was with me. Afterwards, we went to the headquarters in Engueila, where we had an extensive discussion about the events in the Guban region. We were 24 members representing all the Reer-Cawl/Mamasan sub-clans.
The first project consisted of organizing a Xeer-Ciise event in Zeila to create tension and thereby trigger a war between the Issas of Ethiopia and the state of Somaliland, then invite the government of Hassan Sheikh Mahamoud to support the Issa rebellion that would form against Hargeisa. We, the Reer-Cawl/Mamasan, are not capable of defending ourselves, and our women, children, and livestock would be driven out of Guban/Somaliland to seek refuge in Djibouti. Such a situation has occurred before, when most of our clan emigrated to Djibouti fleeing our maternal uncles.
If the Issas of Ethiopia want to organize the Xeer-Ciise celebration in Saylac, that is their problem. We, the Reer-Cawl/Mamasan, have reached our objective and are discreetly withdrawing from the tensions.

Through these statements, Mr. Elmi Moussa Hassan, former MP and cousin of Guelleh, allegedly revealed that Colonel Mohamed Djama Doualeh of the Djibouti Republican Guard and Djama Ali Guelleh, Director General of EDD, are responsible for fueling ethnic conflicts between the Afar, Issa, and Gadabursi communities. According to him, they are financing the actors who ignite these ethnic tensions using state funds.
