Djibouti : Haïbado Ismaël Omar Guelleh a détourné 4 à 6 millions de dollars US de la Caisse Nationale de Sécurité sociale (CNSS).

En mai 2010, Haïbado Ismaël Omar termine ses études universitaires avec à la clé 2 millions de dollars US dépensés en 3 ans de scolarité. Ce montant de 2 millions de dollars ne provient pas de la bourse du ministère de l’Éducation, qui alloue à chaque étudiant djiboutien à maximum de 10 mille dollars par an à chaque étudiant djiboutien qui fait ses études en occidentaux, mais du ministère des investissements qui fut créé spécialement pour que Guelleh puisse contrôler directement les emprunts et don.

Dès son retour au pays, Haïbado fut nommée par décret présidentiel du 22 août 2010, conseillère technique de la présidence pour les affaires économiques. Ayant son bureau à la présidence, à deux pas de celui de son père, elle a la charge de suivre d’importants ministères et institutions de l’état.

Elle se sert déjà des fonds d’emprunts ou des fonds du ministère auprès de la Présidence, chargé des investissements et elle devient actionnaires des plusieurs sociétés telles de la société Aqua-Mater créée en mai 2014 par le Français Jean-Jacques Robin et qui a obtenu le 14 août 2014, la concession de 300 ha à titre gracieux et pour trente ans par décret présidentiel.

Son père, Guelleh, la charge de la réforme de la caisse nationale de sécurité sociale de Djibouti – CNSS. Ayant tous les droits sur la gestion de la CNSS, Haïbado se fait la main sur la fortune de cette institution étatique en charge de la gestion des fonds de retraite des Djiboutiens, de l’assurance maladie, etc. Le fonds que la fille d’Ismaël Omar Guelleh a détourné de la CNSS est estimé entre 4 à 6 millions de dollars US soit 708 millions à 1 milliard de francs Djibouti.

Une partie de ces fonds détournés de la CNSS vient d’être investie à Sidhwa Hospitality Sarl. Le 15 novembre 2018, Monsieur Shapiro Fardon SIDHWA cède ses parts sociales de la société Sidhwa Hospitality, dont il est copropriétaire avec son neveu, Monsieur Fardoon PHIROZSHA, à madame Haïbado Ismaël Omar Guelleh. Les 22.380 parts sociales de 25 000 DJF chacune de monsieur Sidhwa fussent cédé à Haïbado pour la somme de 3 millions 150 mille dollars US qui équivaut à 559 millions de Francs Djibouti.

Cette société dont le capital social a été spécialement augmenté, en passant de 31 à 746 millions, semble être un produit crée pour le blanchiment des fonds volés de la caisse de l’état djiboutien.

Une expression proverbiale d’origine latine dit : « qualis pater, talis filius », qui sert à prétendre que toute personnalité est enfermée dans une ressemblance héréditaire. En effet, l’enfant, quelle que soit sa personnalité va ressembler à son père en divers points.

Et une expression française synonyme dit : « Les chiens ne font pas des chats ».
