Le traité du 26 mars 1885 entre la France et les chefs Issas

Le 26 mars 1885,  M. Lagarde (A.M.J.L), Commandant de la Colonie d’Obock, agissant au nom du Gouvernement français et les Chefs Issas ci-après désignés :

L’attaque du navire le Pingouin par les Issas.

Une partie de l’équipage du navire Pingouin, affecté à Obock (nord du golfe de Djibouti), fut massacrée à Ambado par les Issa en 1886. Repris dans plusieurs journaux cet évènement tragique marqua fortement les esprits. Le journal « L’Univers Illustré » daté du 4 décembre 1886 sous le titre « Le Massacre de l’équipage du Pingouin » : « Une embarcation, qui avait été faire de l’eau douce à la côte, a été attaquée par les Issas. Le premier maître commandant l’embarcation et six hommes qui n’étaient pas armés ont été massacrés. (…) Le Pingouin est un aviso de flottille commandé par un premier-maître de timonerie. Ce petit bâtiment est aux ordres de M. Lagarde, commandant d’Obock ».

L’Accord du 31 août 1917 – Accord additionnel au traité du 26 mars 1885

Entre M. Fillon, Inspecteur général des colonies, officier de la Légion d’honneur, délégué dans les fonctions de Gouverneur de la Côte française des Somalis, agissant au nom du Ministre des Colonies, représentant du Gouvernement français, et les Chefs ci-après désignés représentant les trois branches de la race Issa, première occupante du territoire actuel de la Côte française des Somalis :
Pour la première branche (Dolol) : les chefs Aouallé Gueddi, Duddéyé Gouled, Gueddi Karayé, Moussa Boeuh, Darar Aouallé;
pour la deuxième branche (Abgal) : les chefs Allalé Harlat, Guellé Mohammed, Ubêche Asson, Askar Birassa, Gueher Askir, Bokorré Barré, Ouaisse Magaré, Fadan Baker, Dabar Roblé, Elmi Ouabéri, Ourré Barré, Gueddi Barré, Saban Boulalé, Farah Bilet, Ali Gouraneh;
Pour la troisième branche (Wardick) : les chefs Roblé Gouled et Hussein Roblé;
a été conclu l’accord suivant :
Article 1er. Le Traité de cession à la France des territoires Issas, intervenu le 26 mars 1885 entre M. Lagarde, Commandant de la Colonie d’Obock, agissant au nom du Gouvernement français, et les chefs qui s’y trouvent désignés, est maintenu et complété comme suit

L’histoire de l’époque coloniale de la famille Omar Guelleh crée de toute pièce.

Ismaïl Omar Guelleh qui est né le 27 novembre 1947 et à Dire Dawa, en Éthiopie, est le fils d’Omar Guelleh, un des premiers instituteurs autochtones dans les années 1930 avant de travailler pour le compte de la Compagnie du chemin de fer franco-éthiopien. Il est le petit-fils de Guellé Mohamed, plus connu sous le nom de Guelleh Batal, un des notables signataires de l’«accord franco-issa» du 30 août 1917 qui ratifie la «cession en toute propriété au Gouvernement français des côtes, havres, rades, îles et territoires occupés de temps immémorial par les tribus issas» (art. 2). Le grand-père de ce dernier, Oumar Ali Adal, «serait un des premiers Issas à avoir rejoint le Pingouin mouillé en face de ce qui deviendra Djibouti».

Les différentes anomalies de la fausse histoire de la famille Omar Guelleh.

1 – le père d’Ismaël Omar Guelleh a deux noms de famille différents dans cette fausse histoire : a- Omar Guellé Mohamed ou Guelleh Batal ; b- Oumar Ali Adal

2 – Dans la fausse histoire de la famille Guelleh, on nous dit que le grand-père était l’un des premiers issas à avoir rejoint le Pingouin. Or, dans le traité du 26 mars 1885 il n y a ni Guellé Mohamed ni Oumar Ali Adal. Le navire Pingouin n’existait pas au cours de l’accord du 31 aout 1917.

3 – Dans cet article du journal Lanation du gouvernement djiboutien il est question de Guelleh Ahmed qui fut signataire d’un traité avec la France. Etranger, un troisième de famille pour Ismaël Omar Guelleh (http://www.lanationdj.com/biographie-dismail-omar-guelleh-une-histoire-de-djibouti-les-bonnes-feuilles/).

3 – On nous dit que le père d’Ismaël, Omar Guelleh, avait fait ses études à Harar, en Ethiopie. Donc, ce qui veut dire que la famille Guelleh vivait en 1917 dans les environs de Harar.

4 – pour être enseignant, le père d’Ismaël Omar devait avoir entre 30 à 40 ans. Si monsieur Omar Guelleh avait l’âge précité en 1930 et qu’il est décédé à Djibouti vers 1990, il devait avoir entre 90 à 100 ans à sa mort. Or, monsieur Omar Guelleh qu’on voyait au cité Engueila 1 avait beaucoup moins de 90 ans, soit 70 à 80 ans au maximum.

5 – Omar Guelleh a été enseignant mais on ne connait dans quelle école sans oublier qu’il existe, en 1930, à Djibouti deux écoles des missionnaires, une école hébraïque et une école publique crée en 1922.

6 – Chose aussi encore extraordinaire, Omar Guelleh qui l’enseignement dont il est bien payé pour un poste d’ouvrier au chemin de fer franco-éthiopien. En plus, comme travailleur éthiopien et non français.

7 – Ismaël Omar Guelleh est né à Dire-Dawa et y ait fait ses études coraniques et l’école primaire publique en amharique et italien. D’un autre côté, Ismaël Omar Guelleh raconte qu’il a fait ses études primaires à l’école Charles-Foucault. Quelle est la vraie version.

8 – Dans les années 1966 à 1974, Ali Aref Bourhan qui a des difficultés à rallier à son projet politique la communauté somalie de Djibouti trouve un soutien du côté de la famille Guelleh et en signe de reconnaissance il leur accorde une trace dans l’histoire de Djibouti en donnant un boulevard de la ville de Djibouti le nom de la famille Guelleh Batal.

Conclusion

Donc, il est clair qu’aucun parent de la famille Guelleh n’est signataire d’un traité conclue avec la France et que cette famille usurpe le nom de Guellé Mohamed qui fait partie des sages issas signataires de l’accord du 31 août 1917 – Accord additionnel au traité du 26 mars 1885.
